The Seleucid and Jewish calendars were lunisolar.  Their months were lunar but they had to insert, (intercalate), extra months every so often to synchronise with the seasons, (governed by the earth's yearly orbit round the sun). This system was invented in Mesopotamia about the 3rd millenium BCE.

At this time the Seleucid Babylonians had a 19-year cycle with 7 intercalations,
(every 3rd, 6th, 8th, 11th, 14th 17th and 19th year).

During the Maccabean war, the Seleucids had intercalated twice,
(in the years 167/166 and 164/163 BCE).

The Jews had no fixed intercalations and the Council of Elders would proclaim an extra month when necessary.

For some reason they had missed 2 intercalations and the calendar was 2 months ahead of the seasons, so the month of Kislev was falling in October instead of December.
